Australia Stink Bug Fumigation Season 2021-2022

The Australian Department of Agriculture, Water and Environment has announced the seasonal measures for the upcoming 2021-2022 Brown Marmorated Stink Bug (BMSB) season, which is set to begin on September 1, 2021 and end on April 30, 2022.

Breakbulk cargo, Full Container Load (FCL) containers and Freight of All Kinds (FAK) shipments from high risk countries, including the USA, containing target high risk commodities are required to be fumigated.

With the aim of maintaining transit time integrity and minimizing financial impact, DGX will treat cargo sailing from the USA to Australia at an approved treatment facility in Los Angeles.

2021-2022 BMSB Season Update for New Zealand

The New Zealand Ministry for Primary Industries (MPI) has yet to release the 2021/2022 version of the Import Health Standard for Vehicles, Machinery, and Parts from target risk countries during the BMSB (Brown Marmorated Stink Bugs) season. Any targeted goods shipped from a target risk country between September 1, 2021 and April 2022 will need to be treated at origin.

We will provide the necessary updated fumigation requirements to all agents, shippers, and importers with the high-risk commodities – vehicles, machinery, and parts – as they become available.

Pier Pass Increase

On June 30, 2021, the West Coast MTO Agreement (WCMTOA) announced a 2.2% increase to the Traffic Mitigation Fee (TMF), or Pier Pass Fee, for the ports of Los Angeles and Long Beach, effective August 1, 2021.

In light of this increase, DGX will adjust the Pier Pass fee charge as detailed below, effective August 1, 2021. The fee will apply to all container types.

FCL 20’ container: Pier Pass Fee will increase to $39.21

FCL 40’ container: Pier Pass Fee will increase to $73.42

FCL 45’ container: Pier Pass Fee will increase to $73.42

Any mitigation or delays of the increase will be passed along as applicable.

Los Angeles/Long Beach Port Congestion

The congestion reported in the previous months continue in the Ports of Los Angeles and Long Beach. The congestion is causing delays for vessels as they wait for space at the dock, delays for truckers as the turn times at the terminals increase, and equipment detention and chassis rental charges as appointments at the terminals become more difficult to obtain without delays. 

There have also been reports of shortages of equipment, chassis, and available truckers at Southern California inland rail ramps. These shortages are causing similar delays and additional charges similar to those we are experiencing in Southern California ports.

DGX is working diligently to minimize additional detention and chassis charges caused by the port situation. We work to keep our customers regularly updated on their shipment’s status and any additional charges caused by delays due to congestion.
