Pier Pass Increase

On June 30, 2020, the West Coast MTO Agreement (WCMTOA) announced a 4.2% increase to the Traffic Mitigation Fee (TMF), or Pier Pass Fee, for the ports of Los Angeles and Long Beach effective August 1, 2020.


In light of this increase, DGX will increase the Pier Pass fee charge as detailed below effective August 1, 2020. The below will apply to all container types.


FCL 20’ container: the Pier Pass Fee will increase to $38.47

FCL 40’ container: the Pier Pass Fee will increase to $71.94

FCL 45’ container: the Pier Pass Fee will increase to $71.94


Any mitigation and/or delays of the increase will be passed along as applicable.



USMCA Effective July 1, will replace NAFTA

The United States will be entering a new free trade agreement with Mexico and Canada effective July 1, under USMCA, which will replace NAFTA, the previous agreement. The primary industries and items impacted by USMCA include the auto industry, dairy and poultry markets, and intellectual and property rights. Under NAFTA, the rule for automobiles mandated that 62.5% of an automobile’s value must come from that governed region. USMCA will increase this requirement to 75% of the automobile’s value. While with NAFTA, the Canadian government had only given 1% of its dairy and poultry market to the USA, USMCA will now raise this to 3.6%. As for intellectual property, USMCA will extend copyrights to authors for 70 years (from 50) and will include digital protections. There are also labor provisions in USMCA. The minimum wage of automobile industry laborers (which must produce 40-45% of all automobile parts in a factory) must be paid a minimum of $16 per hour by 2023. In summary, USMCA is expected to incentivize more domestic production of vehicles, and provide more access to Canada’s dairy market.

The airlines are slowly starting to return to higher levels of activity in terms of the number and frequency of scheduled flights, both domestically and internationally. This is causing air rate levels to ease up slightly but not completely back to pre-Covid 19 levels. This is still a positive sign in the air cargo industry and to all the shippers worldwide which count on the speed and economy of airfreight to send products, equipment, parts, and many essential goods to their final destinations. New Solar Installation at DHX-Dependable Hawaiian Express in Honolulu

Congratulations to DHX for completing the solar microgrid project at the Honolulu Terminal. DHX worked with REC Solar, who designed, engineered and installed 360 solar panels on the roof of DHX’s new warehouse and distribution center in Honolulu. Located on one side of the roof, the 133-kW solar photovoltaic (PV) system eliminates 152 metric tons of CO2 emissions annually – that’s equivalent to removing about 33 passenger cars from the road for a year. With the first phase of the project completed, the next phase includes the installation of more solar on the alternate side of the roof. The additional clean energy will provide electric vehicle charging capacity for a planned transition to electric vehicles (EV) in the future.
