Wharfage and Facilities Security Charges
We have been informed by Matson Navigation Company (“Matson”) the State of Hawaii Department of Transportation, Harbors Division is proceeding with important development work under its Harbors Modernization Program that is designed to expand harbor capacity, accommodate advancements in containerized cargo handling, alleviate congestion and shortage of available operational space, and develop more adaptable and resilient port facilities.
As part of its financing plan for this program, the State has been phasing in wharfage fee increases over the last three years. The last planned increase will be 3 percent and will take effect on July 1, 2019.
While rates vary depending on equipment size, commodity and destination, for the majority of customers the July 2019 change will result in increases of approximately $4 - $9 per container on domestic Honolulu freight and $9 - $18 on domestic Neighbor Island freight.
WHARFAGE CHARGE TO/FROM HAWAII as of July 1, 2019 | | 20' | 40' | 45' |
HONOLULU | | $142.13 | $284.27 | $284.27 |

In addition, the State of Hawaii’s planned increase to its Facilities Security Charge will also take effect on July 1, 2019. The Facilities Security Charge will increase from $19.84 to $20.44 per container for Oahu and from $29.76 to $30.66 per container for Neighbor Island shipments.
We will pass through these increased State fees for shipments on and after Monday, July 1, 2019. For full container loads, costs will be passed through at cost. For less than container loads (LCL) wharfage fees will increase $.01 for all islands. Our current Facilities Security Charge will not change.
