Dear Valued Customers:

 

In April, Pier Pass announced it will overhaul the model used by its Off-peak program for truck traffic mitigation at the ports of Los Angeles and Long Beach, replacing the current congestion-pricing model with an appointment-based system that uses a single flat fee on both daytime and nighttime container moves. They have recently announced that these changes will take effect on November 19, 2018. 

 

As a result of this change, the Traffic Mitigation Fee (known as Pier Pass Fee or TMF) will be applied to all container movements to the ports of Los Angeles and Long Beach, regardless of peak or off-peak status.

 

Effective November 19, 2018, DGX will reduce their Pier Pass fee to $31.52 for a 20' container and $63.04 for a 40' and 45' container. DGX will be assessing a $5.00 administrative fee when DGX claims containers under our Pier Pass account.

 

There is no change in the types of cargo that will pay the TMF. The following moves will remain exempt from the TMF:

 

  • Empty containers
  • Rail intermodal containers
  • Transshipped containers (cargo that arrives at the Port of Los Angeles or Long Beach on one vessel and leaves on a second vessel without entering U.S. commerce)
  • Domestic cargo
  • Bare chassis

 

Common Two-Hour Appointment Windows and Last Appointment Times:

 

The appointment window-the time span between the earliest and latest times a truck can arrive for an appointment - will be two hours maximum for all appointments.

At all terminals, the last appointment times of the day will be 3:30 p.m. on the first shift and 1:30 a.m. on the second shift.
