Subject: Hawaii Harbor Fee and Security Fee

 

Dear Valued Customer:

 

As many of you are aware, efforts to modernize Hawaii’s port facilities and make them more secure have been underway for the past several years. As a state dependent on ocean transportation, Hawaii’s harbors provide vitally important share-use facilities for the movement of nearly all of the Islands’ cargo, as well as passenger vessels.  The State implemented a multi-year fee increase two (2) years ago to pay for the modernization efforts, as follows:

Wharfage Fee

The State of Hawaii Department of Transportation, Harbors Division has been phasing in wharfage fee increases over the last 2 (two) years.  A third planned increase of 15% will take effect on July 1, 2018.

While rates vary depending on equipment size, commodity, and destination, for our full container load customers, the July 2018 change will result in increases of approximately $18 to $36.00 per container on domestic Honolulu freight and $38 to $76 on domestic Neighbor Island freight.  The change will be effective with sailings on or after July 1. 2018. This charge will show on our invoices to you included in the wharfage line charge, unless you currently have an “all-in” rate.

Our LCL wharfage rates will be increased by $.03 (3 cents) a cubic foot to Oahu and $.05 (5 cents) per cubic foot to the Neighbor Islands effective with sailings on or after July 1, 2018.

Hawaii Facility Security Fee-(aka: HFSC)

The State of Hawaii also announced that its planned increase to its Facilities Security Charge will take effect on July 1, 2018.  The Facilities Security Charge will increase from $17.25 to $19.84 per container for Oahu and from $25.87 to $29.76 per container for Neighbor Island shipments effective July 1, 2018.

The new Hawaii Facilities Security Charge shall be increased for Oahu to $.02 (2 cents) per cubic foot effective with sailings on or after July 1, 2018.  The Outer Islands Hawaii Facility Security Fee will remain as is.  This charge will appear on our invoices as a separate line called “Hawaii Facilities Security Charge”, unless you currently have an “all-in” rate.

 

Hawaii to Guam Wharfage and HFSC Fees

Because of the above-discussed increases in our underlying costs, we are changing our Hawaii to Guam terminal handling charges to reflect these adjustments. THC will increase by $0.08 per cubic foot effective with sailings on or after July 1, 2018.
