Matson Navigation Company “Matson” announced that due to rising fuel prices over the past several months they will increase their ocean fuel surcharge by three (3) percentage points. The fuel surcharge for Hawaii will be increased from 20% to 23% for Guam/CNMI from 20.5% to 23.5%, and for Micronesia from 25.5% to 28.5%, all effective with sailings on or after Sunday, January 22, 2017.

Because of this increase in our underlying costs, we are changing the fuel surcharge charged to you to reflect this 3% adjustment, effective with sailings on or after Sunday, January 22, 2017. By doing this, we are able to maintain our service levels as well as the financial stability you would expect and want from your service provider. We apologize for any inconvenience this change will cause you.

State of Hawaii Harbor User Fee Increase

As many of you are aware, efforts to modernize Hawaii’s port facilities have been underway over the past several years. As a state dependent on ocean transportation, Hawaii’s harbors provide vitally important share-use facilities for the movement of nearly all of the Islands’ cargo, as well as passenger's vessels.

The State of Hawaii Department of Transportation, Harbors Division announced it will be implementing wharfage fee increases over the next two years, with the next increase of 17% taking effect on February 1, 2017. Part of the State’s financing plan for its multi-year harbors modernization program, this increase is scheduled to be followed by an increase of 15% effective October 1, 2017, and a third increase of 15% effective July 1, 2018.

While rates vary depending on equipment size, commodity, and destination, for our full container load customers, the February 2017 change will result in increases of approximately $15 per 20 foot container and $30 per 40 and 45 foot container on Oahu (Honolulu) freight and $32 per 20 foot container and $64 per 40 and 45 foot container on Neighbor Island containers effective with sailings on or after February 5, 2017. This charge will show on our invoices to you included in the wharfage line charge.

Our LCL wharfage rates will be increased by 2 cents a cubic foot to Oahu and 4 cents per cubic foot to the Neighbor Islands effective with the sailing of February 5, 2017.

Hawaii Facility Security Fee

The State of Hawaii has announced that it will introduce a new Facilities Security Charge of $15 per container for Oahu and $22.50 per container for Neighbor Island shipments effective on February 1, 2017. This charge is scheduled to increase to $17.25 per container for Oahu and $25.87 per container for Neighbor Island shipments effective October 1, 2017, and to $19.84 per container for Oahu and $29.76 per container for Neighbor Island shipments effective July 1, 2018.

The new Hawaii Facilities Security Charge shall be charged for Oahu at 1 cent per cubic foot and Outer Islands at 2 cents per cubic foot, effective with sailings on or after February 5, 2017. This charge will appear on our invoices as a separate line called “Hawaii Facilities Security Charge” (aka: HFSC).
